The mortgage insurance process--endorsement--is completed when a Mortgage Insurance Certificate (MIC) is issued by the FHA. The case number assigned is used in subsequent transactions and inquiries in the FHA Connection.

The lender should gather required information before beginning this process.

I’d like to provide you with some updates and guidance as we continue to focus on system stability and accountability:

Assignment History Updates

We recently provided a demo on how to reconstruct a record for a Soldier. This training was not limited to Assignment History updates but should be used if you are attempting to update assignment history. We have posted this video to S1Net at  https://www.milsuite.mil/book/thread/278465  and have attached the corresponding  job aid .

A couple key items: Assignments pre-Go-Live can be updated via managed converted assignments. Any assignments after Go-Live have limited ability to be updated and are accessed via manage assignments. It is extremely important that new assignments are correct. Assignments after Go-Live, specifically adjusting dates, involve not just the Soldier you are attempting to update, but the dates associated with other Soldiers that held the position. For instance, if you are attempting to adjust the start date of a position when the position was encumbered by another user, you will get an error. Again – this only applies to post Go-Live assignments and not the converted assignments.

As a final reminder – always use caution when updating anything in Job Data. We strongly discourage updates in Job unless you know what you are doing and how it will/could affect a Soldier’s pay and benefits.

Executing Temporary Orders

It is very important that Temporary Orders are executed correctly for ARNG and USAR Soldiers. You must follow the acceptable approaches outlined in the MOBCOP Integration User Guide. Please reference the MOBCOP Integration User Guide and SFARS Integration User Guide when making edits. Soldier pay and benefits are tied to their position and if done incorrectly, can and has inadvertently stopped TRICARE for Soldiers. Married Army Couples Program (MACP) Auto-Enrollment/Disenrollment

Some users have noted that they are not/have not been auto-enrolled in MACP even though their spouse is displaying as their dependent. We were able to determine that if the spouse’s military service in DEERS is blank, IPPS-A will not auto-enroll the members. We did a one-time data fix for those individuals that had IPPS-A Soldier records which resolved a majority of the cases, but did not correct the issue with new enrollments. We are considering options to remove the requirement for this field to be populated, and do not intend to have Soldiers go back to DEERS to update this information. We will attempt to ensure that we get word out through the DEERS offices to ensure this field is filled. HR Professionals who have the Restrictions Subcat can add/remove this restriction from Soldier’s records. Have the Soldier submit a CRM case indicating the auto-enrollment issue.

Soldiers should request disenrollment from the MACP using an admin correction PAR. This action does not have to be done via DEERS. DEERS is simply the mechanism to auto-enroll Soldiers using available data.

Provider Group Admin (PGA) Quick Guide

The attached  guide  covers Provider Group Administration tasks (i.e., adding POCs and email addresses, Parent Hierarchy, and Members to the PG to work cases within your PG, and updating PG Prefixes).

**Note that Provider Group Administrators (PGAs) are responsible for managing the PGs; the PGA can create, update, activate and inactivate Members to the PG. PGAs are at the Brigade level and above for the Active Army, Joint Forces Headquarter (JFHQ) for the Army National Guard (ARNG), and Regional Support Command (RSC) for the U.S. Army Reserve (USAR) Component.**

Updated User Manual V6.1

The latest version of the IPPS-A User Manual (Version 6.1) has been released. You may find it at  https://hr.ippsa.army.mil/upk/r3/resources/userman.pdf . One key item added to this update was clarification on PCS absence dates and report dates.

Access Requests in “Approved” Status

We’ve noted an issue where access requests submitted by users were getting stuck in “Approved” status. This can be caused by missing or multiple primary email addresses in the User Profile (PSOPRDEFN / PSUSEREMAIL); the root cause of this has been resolved and should not occur anymore.

However, there are instances where roles that are no longer active still exist on the submitted access requests. As the program continues to remove or update roles to bundle relationships while users are submitting access request at the same time, this issue will continue to occur. Our team is continuing to work on a resolution.

We have received several RFIs and comments noting that users are unable to submit an absence request after having a previously cancelled request for the same dates. Rather than create a new absence, Soldiers should edit the cancelled request with the new information and submit for approval. As a reminder – cancellations of absence requests still need to route to an approver to be completed.

Unique Entity Identifier update

About the unique entity identifier.

On April 4, 2022, the federal government stopped using the DUNS number to uniquely identify entities. Now, entities doing business with the federal government use the Unique Entity ID created in SAM.gov. They no longer have to go to a third-party website to obtain their identifier. This transition allows the government to streamline the entity identification and validation process, making it easier and less burdensome for entities to do business with the federal government.

The Integrated Award Environment manages several systems, including SAM.gov, FPDS, eSRS, FSRS, CPARS and FAPIIS. All SAM.gov registrants have been assigned their Unique Entity IDs and can view them in SAM.gov. To learn more about this transition, please see the information below. Action you need to take

If your entity is registered in SAM.gov today, your Unique Entity ID has already been assigned and is viewable in SAM.gov. This includes inactive registrations. The Unique Entity ID is located on your entity registration record. Remember, you must be signed in to your SAM.gov account to view entity records. To learn how to view your Unique Entity ID go to this help article .

Refer to the Guide to Getting a Unique Entity ID if you want to get a Unique Entity ID for your organization without having to complete an entity registration. If you only conduct certain types of transactions, such as reporting as a sub-awardee, you may not need to complete an entity registration. Your entity may only need a Unique Entity ID.

If you operate a system that connects with IAE systems, documentation about using APIs to access SAM.gov is found at is open.GSA.gov . The latest version of FPDS ATOM feed includes the Unique Entity ID.

Agency system owners are encouraged to join the Technical Interface Community (email [email protected] to join).

Do IAE systems require the use of the new Unique Entity ID?

The Unique Entity ID is the official identifier for doing business with the U.S. Government as of April 4, 2022.

  • Entities registering in SAM.gov are assigned a Unique Entity ID as a part of the registration process.
  • Entity uniqueness continues to be validated by an entity validation service.
  • Subcontracting reporting requires the Unique Entity ID obtained in SAM.gov.
  • Interfacing systems must use the Unique Entity ID.

Is the Unique Entity ID viewable in IAE systems?

If your entity is registered in SAM.gov today, you already have your Unique Entity ID and it is viewable in SAM.gov. This includes inactive registrations.

All other IAE systems (CPARS, FPDS, FAPIIS, etc.) currently display and accept the Unique Entity ID.

Unique Entity ID transition information

  • The process to get a Unique Entity ID to do business with the government changed.
  • The definition of entity uniqueness did not change.

Change can be confusing and frustrating. To make the change easier, we shared information about the changes and transition plan.

During the transition, we:

  • Phased out the DUNS Number as the official identifier for doing business with the federal government.
  • Introduced a new Unique Entity ID, generated in the System for Award Management (SAM.gov), as the official identifier for doing business with the government.
  • Made it easier to get a Unique Entity ID to do business with the government.
  • Transitioned to a new service provider to validate entity uniqueness.

New process to obtain a Unique Entity ID

  • Get your Unique Entity ID and register your entity to do business with the U.S. government.
  • Make any updates to your legal business name and physical address associated with the Unique Entity ID.
  • Find customer support at a single helpdesk for all Unique Entity ID and entity registration issues.

Definition of unique

  • Integrated Award Environment acquires commercial entity validation services to validate entity uniqueness and entity core data.
  • Uniqueness is based on an entity being a separate legal entity associated with a separate physical address.
  • Based on the uniqueness determination, a Unique Entity ID is assigned to that entity.

Why we changed

The change we made creates predictability for the cost of entity validation services. By separating the government requirement for a Unique Entity ID from the government requirement to validate that the entities are unique, we introduced competitiveness into entity validation services. We then competed and awarded a new contract for entity validation services that is not connected to the identifier itself. We chose to have the new, non-proprietary identifier both requested in and generated by SAM.gov to reduce the burden of change; the transition in identifiers only needs to happen once, even if in the future a different entity validation service provider is selected.

Transition process

  • The DUNS Number remains the official identifier for doing business with the U.S. Government.
  • Entities continue to register in SAM.gov using the DUNS Number assigned by D&B.
  • Entity uniqueness continues to be validated by D&B as part of the DUNS Number assignment process.
  • GSA published updated technical specifications, which include the new SAM-generated Unique Entity ID, for interfacing systems in December 2019.
  • GSA develops the tools needed to generate Unique Entity IDs.
  • GSA develops an interface to new entity validation service provider to determine entity uniqueness.
  • GSA supports robust testing of new interfaces with agency systems.
  • GSA communicates upcoming changes to stakeholders, sharing more detail as available.

Transition Complete (04/04/2022)

  • The SAM-generated Unique Entity ID becomes the official identifier for doing business with the U.S. Government.
  • Entities request new Unique Entity IDs through SAM.gov before starting their entity registration.
  • Entity uniqueness is determined by the new entity validation service provider.

Transition for Existing Entities

  • Your registration was automatically assigned a new Unique Entity ID which is displayed in SAM.gov.
  • The purpose of registration, core data, assertions, representations & certifications, points of contacts, etc. in SAM.gov will not change and no one will be required to re-enter this data.

Timeline of activities to open data and competition

  • December 2014 - proprietary references removed from 2 CFR.
  • On October 31, 2016, the FAR was amended via a final rule to re-designate the terminology for unique identification of entities receiving federal awards. The change to the FAR eliminated references to the proprietary DUNS Number, and provided appropriate references to the website where information on the unique entity identifier used for federal awards would be located. The final rule also established the definition of “unique entity identifier.”
  • November 2016 - OMB (OFFM and OFPP) created an interagency working group to zero-base business needs for entity validation and verification requirements.
  • February - GSA released a Request For Information and vendor engagement for entity validation services.
  • July - the final policy and business outcomes for validation and verification were completed.
  • October - GSA released a second RFI and vendor engagement for entity verification services.
  • August 2018 - GSA released a Request for Proposal for governmentwide entity validation services inclusive of new government-owned Unique Entity ID approach.
  • November 2018 - GSA convened an interagency team to make recommendations on the standards for a government-owned Unique Entity ID to use in federal awarding and management processes.
  • In March 2019, GSA awarded a contract for entity validation services.
  • June - a working group delivered recommendations on Unique Entity ID standards to IAE governance; governance approved standard for publication.
  • July - GSA published a Federal Register notice containing standards for Unique Entity IDs and held a public meeting to review the standards
  • October - Convened an interagency, cross-functional working group to identify and resolve policy and IT issues for implementation.
  • October 2020 - The Office of Management and Budget directed federal agencies to finalize their transition to using the SAM-generated unique entity identifier by April 2022. GSA contracted with D&B to ensure full continuity of services—including DUNS Number assignment, monitoring, and validation of entity uniqueness—during the extended transition period.

When to File Your Adjustment of Status Application for Family-Sponsored or Employment-Based Preference Visas: January 2025

Are you seeking to adjust your status and become a U.S. permanent resident under a family-sponsored or employment-based preference immigrant visa? If you have not yet had a relative or employer file an immigrant visa petition on your behalf, please learn more about the Adjustment of Status Filing Process . If you already have a petition filed or approved on your behalf, you may have to wait for an available visa in your category (if applicable) before you can file your Form I-485, Application to Register Permanent Residence or Adjust Status . This page will help you determine when to file your adjustment of status application.

When to File

Use the Visa Bulletin charts below to determine when to file your adjustment of status application.

To use the charts:

  • Find your visa type in the first column (on the left) of the appropriate chart (Family-sponsored or Employment-based).
  • Stay in that row and move directly to the right to find the corresponding date under the country of your birth (as listed in the boldface columns across the top).
  • If the date on the chart is current (“C”), or your priority date is earlier than the date on the chart, you may file your adjustment of status application, if otherwise eligible to do so.
  • “U” means unauthorized; for example, numbers are not authorized for issuance.

Your priority date is generally the date when your relative or employer properly filed the immigrant visa petition on your behalf with USCIS. If a labor certification is required to be filed with your immigrant visa petition, the priority date is the date the labor certification application was accepted for processing by the Department of Labor.

About the visa bulletin.

DOS publishes current immigrant visa availability information in a monthly Visa Bulletin . The Visa Bulletin indicates when statutorily limited visas are available for issuance to prospective immigrants based on their individual priority date.

On Nov. 20, 2014, the Secretary of Homeland Security directed USCIS to work with DOS to:

  • Ensure that all immigrant visas authorized by Congress are issued to eligible individuals when there is sufficient demand for such visas, and
  • Improve the Visa Bulletin system for determining when immigrant visas are available to applicants during the fiscal year.

Additionally, in July 2015, the Administration issued its report on Modernizing and Streamlining Our Legal Immigration System for the 21st Century (PDF) . This report included detailed recommendations to revise and update the monthly Visa Bulletin to better estimate immigrant visa availability and provide needed predictability to nonimmigrant workers seeking permanent residency.

USCIS, in coordination with DOS, revised the procedures for determining visa availability for applicants waiting to file for adjustment of status. The revised process will better align with procedures DOS uses for noncitizens who seek to become U.S. permanent residents by applying for immigrant visas at U.S. consulates and embassies abroad.

This revised process will enhance DOS’s ability to more accurately predict overall immigrant visa demand in determining the cut-off dates for the Visa Bulletin. This will help ensure that the maximum number of immigrant visas are issued annually as intended by Congress, and minimize month-to-month fluctuations in Visa Bulletin final action dates. Additional goals are outlined in the White House report, Modernizing and Streamlining Our Legal Immigration System for the 21st Century (PDF) .

New Visa Bulletin Charts

The Visa Bulletin will now have two different charts because of the revised procedures. DOS will post two charts per visa preference category in the DOS Visa Bulletin. The charts are:

  • Application Final Action Dates (dates when visas may finally be issued); and
  • Dates for Filing Applications (earliest dates when applicants may be able to apply).

When USCIS determines there are immigrant visas available for the filing of additional adjustment of status applications, the Dates for Filing Applications chart may be used to determine when to file an adjustment of status application with USCIS. Otherwise, the Application Final Action Dates chart must be used to determine when to file an adjustment of status application with USCIS.

In coordination with the DOS, USCIS will monitor visa numbers each month and post the relevant chart on this page under When to File.

Determining Visa Availability

USCIS considers several factors to determine if there is a greater supply of visas than the demand for those visas. To determine visa availability, USCIS will compare the number of visas available for the remainder of the fiscal year with:

  • Documentarily qualified visa applications reported by DOS;
  • Pending adjustment of status applications reported by USCIS; and
  • Historical drop off rate of applicants for adjustment of status (for example, denials, withdrawals and abandonments)

What is enumeration at birth and how does it work.

The Enumeration at Birth (EAB) program eliminates the need for a parent to gather the necessary documents, complete an Application for a Social Security Card (SS-5), and take or mail original documents to a local Social Security office for processing.

New parents at a hospital, birthing center, or using a licensed midwife can request a Social Security number (SSN) during the birth registration process. Through EAB, the bureaus of vital statistics electronically send birth registration information to us, and we assign an SSN, issue a card, and automatically update our records with proof of birth.

Currently, the national average processing time for EAB cases is 2 weeks. Parents may expect to wait up to an additional 2 weeks to receive the SSN card in the mail.
